<p>Primary Duties and Responsibilities:</p>
<p>May perform one or more of the following:</p>
<p>RESPONSIBILITIES</p>
<p>Documents Disaster Recovery Plans (DRPs) for the IT division of Financial Payment Solutions.   Includes communicating with Operations, Development, Middleware, Production Support, Architecture, Systems Assurance and QA/Testing teams as well as ACS ITO (information Technology Outsourcing).</p>
<p>Coordinates annual DR test to include pre-test meetings, detailed test plans and post-test issue tracking and resolution.  DRPs should be updated after each test whether annual DRP or more frequent walk-through exercises.</p>
<p>Participates with Operations during their quarterly “table top” walk-through exercises on an “as requested” basis.    Acts as liaison between IT and Operations on all BCP and DR issues.</p>
<p>Updates all DRPs on a regular basis and ensures that all changes approved by Change Review Board are incorporated into affected DRPs as needed.</p>
<p>Communicates with Senior Management to solicit their support for all DR Planning efforts.</p>
<p>Develops, designs, tests, and implements plans and procedures to protect systems and continue activities in case of emergencies or disasters</p>
<p>Identifies off-premise locations, storage facilities and resources needed for recovery operations</p>
<p>Updates recovery plans and interfaces with data centers and clients on emergency contingency plans and disaster recovery processes</p>
<p>Reviews procedures for backup and recovery of mainframe or midrange operating systems and applications, and client server environments</p>
<p>Evaluates upgrades to the Recovery Software System</p>
<p>Coordinates the retrieval of backup tapes</p>
<p>Performs system design functions, including interpretive analyses, chart preparation and associated diagrams/enhancement plans</p>

<p>(2) Serves as the authoritative source of advice and guidance provided to FEMA action officers, planners, and senior officials on the policies and procedures of COOP and Continuity of Government (COG);</p>

<p>In this critical role, the candidate will work with information technology and business unit personnel to assist them in developing their business unit/department level impact analysis reports, dept/group disaster recovery plans, identifying core dependencies and processes, identifying vital records, key contact information and emergency procedures to be followed in order to successfully recover the business from a disaster event.</p>
<p>The candidate will be expected to organize needed functions and systems to provide business recovery planning methodologies to all levels of the company. The candidate will also be expected to conduct reviews, analyze, write new plans, and update existing business resumption plans.</p>
<p>The candidate will continually monitor and maintain the currency of business continuity plans; ensuring the process and resource requirements are met in supporting the individual and enterprise corporate business continuity initiatives.</p>
<p>The candidate will administer internal and external reviews of the company&#8217;s production environments and services to ensure adherence to established Crisis Management policies and standards. Work with Internal Audit and Compliance groups to ensure the Company’s &#8211; Business Continuity Program meets Sarbanes Oxley controls and audit requirements.</p>

<h3>DUTIES &amp; RESPONSIBILITIES</h3>

<p>- Analyzes environmental and equipment configurations for critical resources; recommends disaster avoidance measures and improved backup capabilities in partnership with the Systems Management group</p>
<p>- Responsible for the business impact analyses and assists units to determine critical business processes, identifies acceptable recovery time periods, establishes resources, and identifies costs associated with the successful resumption of business operations in the event of a disaster.</p>
<p>- Assists business process owners in establishing / maintaining their individual department/group business recovery procedures and works with business process/department owners to test their department/group recovery plans on an annual basis</p>
<p>- Assures records required for recovery are properly maintained in a Vital Records Program</p>
<p>- Establishes disaster recovery testing methodologies; plans and coordinates the testing of recovery support and business resumption procedures in different functional areas</p>
<p>- Assures that recovery procedures are effective for the restoration of key resources and for the resumption of critical business processes</p>
<p>- Develops corporate emergency response procedures; distributes and updates emergency procedures to reflect changes in staff size, location, organization, and home office facilities.</p>
<p>- Coordinates / Assists recovery support and business / IT resumption staff during a disaster in the implementation of response and alternate operating strategies</p>
<p>- Maintain project status and provides timely updates on project milestones</p>
<p>- Continually build knowledge and proficiency in Business Continuity concepts and lifecycle.</p>
<p>- Manage regular updates of outsource DR facility contracts and emergency IT crash kit requirements.</p>
<p>- Develop training and briefing materials to educate and inform the Business and IT leadership staff on business continuity planning, emergency response leadership and support operations</p>
<p>- Responsible for the disaster recovery training for staff members in all functional areas.</p>
<p>- Provides instructional and informational materials on how staff business / IT associates are expected to respond during an emergency event</p>
<p>- Develops and maintains standards and procedures for disaster recovery documentation.</p>

<h3>SKILLS</h3>

<p>Candidate will support the customer planning for mission assurance of operational and business functions.  The focuses of the program are Continuity of Operations (COOP), Business Continuity Planning (BCP) and Information Technology Disaster Recovery (ITDR) activities.  Program effort shall provide an integrated internal and external planning and exercise approach to Mission Assurance, Critical Infrastructure Protection, Continuity Planning, Disaster Recovery, and Risk and Operational Risk Management as directed or outlined in National, Defense, or IC policy.</p>
<h3>Required Skill Sets:</h3>
<p>-  Must have active Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance</p>
<p>- 8+ years relevant experience</p>
<p>- Extensive experience performing risk analysis and risk mitigation</p>
<p>- Experience developing contingency plans and/or disaster recovery plans</p>
<p>- Experience developing Plans of Actions &amp; Milestones</p>

<li>Develop schedules for training and awareness of business continuity planning and execution</li>
<li>Develop and coordinate regularly scheduled business continuity documentation maintenance, to include documentation/material updates and independent review and validation of all business unit plans</li>
<li>Coordinate electronic access to, and hard copy distribution of, the Business Continuity Plans and procedures</li>
<li>Protect the confidentiality, integrity and availability of the Business Continuity plans and procedures</li>
<li>Recommend recovery strategies and options, and assist with the implementation of recovery solutions</li>
<li>Participate in all appropriate business unit and development planning meetings and activities</li>
<li>Technical Writing, Interviewing, Creating Project Documentation, Researching, Developing Presentation Materials, Organizing &amp; Maintaining Inventory, Documenting &amp; Distributing Meeting Agendas &amp; Minutes</li>
<li>Assist in creating and maintaining reports for Enterprise Systems</li>
<li>Assist in coordination for internal and external audits</li>

<p>The incumbent serves as the USITC&#8217;s Continuity of Operations (COOP) Program Manager, the COOP Program Manager is responsible for the development of advance arrangements and procedures to ensure the Commission can respond effectively to an emergency or disaster with minimal interruption to its critical functions. The COOP plan must incorporate means to ensure the safety of Commission staff, resume critical business functions in defined time frames, repair or replace stricken facilities, and, in the event of catastrophic events, reconstitute Commission functions. The incumbent will lead the COOP planning effort, coordinating with each operational unit to enumerate the critical business functions of the Commission and to document business processes and impact analyses with respect to these functions. Work will include the design, development, maintenance, and exercise (testing) of the recovery plans for each critical functional area. The plan will also address three major elements of the recovery process: (1) emergency response organization and procedures for reacting to and coordinating recovery efforts, (2) recovery support procedures for restoring key organization resources, and (3) procedures for the continuation of critical business processes.</p>

<p>This position is located in the Office of IT Services within the Office of the CIO, United States International Trade Commission. The incumbent will serve as a senior advisor to the COOP Coordinator, Chief Technology Officer, Deputy Chief Information Officer, and Director of Administration, and will work closely with Office Directors and staffs in all operational areas of the Commission. The incumbent will have or will develop an in-depth understanding of the business processes and interrelationships within the Commission, and will be experienced in the application of information technology to business processes.</p>
<p>The COOP Program Manager will also be responsible for maintaining the plan through periodic updates, coordinating with the Commission&#8217;s FISMA Program Manager to ensure the COOP plan conforms to statutory requirements and reflects best security practices, organizing training for staff with COOP-related responsibilities, conducting tests and exercises of the COOP plan within the Commission, and representing the Commission in external COOP exercises and initiatives. The incumbent will also coordinate and participate in management of the Commission response in any actual disaster or recovery scenario.</p>

<p>QUALIFICATIONS REQUIRED:</p>
<p>You must have one year of specialized experience at a level close to the work of this job that has given you the particular knowledge, skills, and abilities required to successfully perform. For GS-14, the specialized experience would be one year equivalent to GS-13 level in the Federal Service.</p>
<p>Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Significant prior experience with Continuity of Operations (COOP) Planning in the public sector or Business Continuity Planning/Disaster Recovery (BCP/DR) in the private sector is required. Additional experience with Continuity of Government (COG) and Enduring Constitutional Government (ECG) initiatives is desirable.</p>
