As a Supervisory Emergency Management Specialist in the FEMA Region IX, Disaster Operations Division, Incident Management Assistance Team, you will service as the supervisor of the IMAT Branch and provide technical expertise in emergency management and rapid response activities.

One-year supervisory/managerial probationary period required.
The incumbent must be able to obtain and retain a government travel card.
Relocation expenses are not authorized.
Frequent travel is required.
A background and/or security investigation is required.
This position includes emergency duty assignments. As part of the emergency duties assigned to this position, the individual may be required to deploy in excess of 180 days per year to the field in support of a disaster where conditions may be austere for short periods of time. The work requires some physical exertion, such as long periods of standing, recurring bending, stooping, stretching, reaching or similar activities, or recurring lifting of moderately heavy items. The work setting varies. Work is typically performed at disaster sites, sometimes in adverse weather. The work may be situated in a hazardous area in terms of destroyed or significantly damaged infrastructure (i.e. water, housing, electricity and communications). The incumbent may operate in areas exposed to all extreme weather and environmental conditions (i.e., blizzards, hurricanes, tornadoes, floods).

Support state and local efforts in identifying requirements needed to facilitate effective and efficient incident management.
Establish Federal presence at the disaster site by integrating activities of state, local and Federal governments.
Ensure the development of executable regional support plans.
Provide training on disaster-related topics.

QUALIFICATIONS REQUIRED:
Applicants must have one year of specialized experience, equivalent to the GS-13 grade level (or higher) of the Federal service, performing duties associated with managing and coordinating various disaster components for rapid Federal response to disasters and emergencies. Examples of qualifying experience involve overseeing the activities of staff members serving as the nucleus of a disaster relief field team; coordinating efforts of others in performing emergency management duties in response or recovery efforts of a disaster; developing and evaluating national, state and local level evaluation exercises as they relate to response and recovery missions; management level experience requiring applied knowledge of operational relationships between emergency management organizations and personnel and their corresponding roles and responsibilities in responding to a disaster; establishing and maintaining the necessary level of emergency readiness and response capability through the implementation and modification of national, regional, and local program plans, resources, and related policies and procedures.

This is a National Security Special Sensitive position that requires a background investigation. Appointment to this position is subject to the applicant successfully completing essential security investigation forms, the applicant cooperating with the investigator, the completion of the investigation and the favorable adjudication of the investigation. Additionally, appointments could require that the applicant satisfy additional security requirements established by FEMA or other Federal Department or Agencies. Failure to satisfactorily complete any aspect of this process is grounds for termination.
Conditions of Employment:
On-call : FEMA employees may be subject to 24-hour on-call in the event of an emergency. This service may require irregular working hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official position description. Selectee must be able to relocate to emergency sites with little advance notice and function under intense physical and mental stress.
Direct Deposit: Mandatory Direct Deposit/Electronics Funds Transfer (DD/EFT) for salary payment is a condition of employment at FEMA. Selectee will be required to participate in DD/EFT.
Time-in- Grade: Career or career-conditional current or former Federal employees who select to apply under merit promotion procedures must have served 52 weeks at the next lower grade level of this position. This time-in-grade requirement must be met within 30 days of the closing date of this announcement.
