This vacancy is being advertised under delegated examining procedures and is open to all U.S. citizens. The position is located in the Deputy Commandant for Operations, Deputy Commandant Marine Safety, Security, Director of Response Policy, Office of Contingency Exercises, Exercise Policy Division. The incumbent is responsible for the following:
- Researches and identifies complex program issues or problems in large programs related to national level emergency preparedness and response.
- Reviews regional planning programs for effectiveness and integration with federal plans. Develops guidance to be used for implementing criteria and evaluation preparedness based on exercises, plans, and training. Coordinates the development of guidance with other federal officials and staff from regional offices.
- Reviews federal state and local emergency response plans to determine preparedness and to determine the extent of planning at all levels of government. Coordinates planning committees for review of planning initiatives and coordinates policy guidance directives for programs(s).
- Performs a leadership in negotiating with key federal, state, and local officials on controversial issues, or to gain acceptance of new programs or systems. Represents the program on issues and conflicts of a multi-jurisdictional and multi-state nature.
- Presents findings and recommendations on complex issues or problems impacting large programs. Recommendations may pertain to complex, interrelated issues or conflicting goals and objectives. Recommendations impact long-range implementation and administration of the program.
- Plans and prepares reports or other working documents related to complex program issues in major problems. Coordinates the contributions of other writers to documents. Writes correspondence memoranda, press releases, or other documents relevant to program activities.
- Conducts analyzes of programs and staff proposals to assure implementation of policy and to recommend alternatives of modifications to existing policy as necessary. Develops guidance to be used for implementing criteria and evaluating programs. Recommends legislative, regulatory, or administrative remedies in cases where there are deficiencies in policy.
- Provides written evaluation of capabilities demonstrated during emergency operations exercises, medical drills and remedial exercises or drills.
- Functions as an Evaluation Team leader, providing temporary advice and assistance to adhoc groups or FEMA and other agency planners and analysis.

QUALIFICATIONS REQUIRED:
To qualify for the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level in the federal service. To qualify for the GS-13 level, applicant must possess one year of specialized experience equivalent to the GS-12 level in the federal service. Specialized experience is demonstrated by knowledge of federal, state, and local emergency response plans, knowledge of programs and staff proposals to assure implementation of policy and to recommend alternatives to existing policy.
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
This position does not have a positive education requirement.

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures.
