The incumbent serves as the USITC’s Continuity of Operations (COOP) Program Manager, the COOP Program Manager is responsible for the development of advance arrangements and procedures to ensure the Commission can respond effectively to an emergency or disaster with minimal interruption to its critical functions. The COOP plan must incorporate means to ensure the safety of Commission staff, resume critical business functions in defined time frames, repair or replace stricken facilities, and, in the event of catastrophic events, reconstitute Commission functions. The incumbent will lead the COOP planning effort, coordinating with each operational unit to enumerate the critical business functions of the Commission and to document business processes and impact analyses with respect to these functions. Work will include the design, development, maintenance, and exercise (testing) of the recovery plans for each critical functional area. The plan will also address three major elements of the recovery process: (1) emergency response organization and procedures for reacting to and coordinating recovery efforts, (2) recovery support procedures for restoring key organization resources, and (3) procedures for the continuation of critical business processes.

Additional Duty Location Info:

Washington DC Metro Area, DC

This position is located in the Office of IT Services within the Office of the CIO, United States International Trade Commission. The incumbent will serve as a senior advisor to the COOP Coordinator, Chief Technology Officer, Deputy Chief Information Officer, and Director of Administration, and will work closely with Office Directors and staffs in all operational areas of the Commission. The incumbent will have or will develop an in-depth understanding of the business processes and interrelationships within the Commission, and will be experienced in the application of information technology to business processes.

The COOP Program Manager will also be responsible for maintaining the plan through periodic updates, coordinating with the Commission’s FISMA Program Manager to ensure the COOP plan conforms to statutory requirements and reflects best security practices, organizing training for staff with COOP-related responsibilities, conducting tests and exercises of the COOP plan within the Commission, and representing the Commission in external COOP exercises and initiatives. The incumbent will also coordinate and participate in management of the Commission response in any actual disaster or recovery scenario.

QUALIFICATIONS REQUIRED:

You must have one year of specialized experience at a level close to the work of this job that has given you the particular knowledge, skills, and abilities required to successfully perform. For GS-14, the specialized experience would be one year equivalent to GS-13 level in the Federal Service.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Significant prior experience with Continuity of Operations (COOP) Planning in the public sector or Business Continuity Planning/Disaster Recovery (BCP/DR) in the private sector is required. Additional experience with Continuity of Government (COG) and Enduring Constitutional Government (ECG) initiatives is desirable.
